The TE doesn't always have to be to the side the play is called to. The "strength" is a subjective term; it could simply be the play-side, the side with more receivers, the side with the TE, etc. Walsh called strength by TE location, but when there's no TE in the game, you have to go by something else. A lot of teams today call it simply by the direction that makes the most sense for the protection, regardless of strength/where the TE is.
